State Issue Briefs


In January 1998, the State Work Group on PACE was convened by the National PACE Association (NPA) to build on the extensive experience of states in developing and implementing both PACE and pre-PACE, i.e., capitated Medicaid long-term care programs. The groups worked to ease the transition from demonstration to provider status for states as they implemented PACE or pre-PACE programs, as well as serving as a resource to states considering whether or not to pursue PACE development under expanded provider authority.

With funding from The Retirement Research Foundation, the Work Group met over a period of 30 months. At the direction of Work Group members, NPA staff developed a series of issue briefs on a variety of topics of interest to states:

  • Site Selection and Application Process for PACE
    Developed by the State Work Group on PACE convened by NPA, "Site Selection and Application Process for PACE" is the first in a series of issue briefs designed to assist states in making PACE available to consumers as a long-term care option. The purpose of this first issue brief is to provide states with an overview of the steps involved in the site selection and application process.
     
  • Where PACE Fits in State Managed Care and Long-Term Care Strategies
    Developed by the State Work Group on PACE convened by NPA, "Where PACE Fits in State Managed Care and Long-Term Care Strategies" is the second in a series of issue briefs designed to assist states in making PACE available to consumers as a long-term care option. The purpose of this second issue brief is to provide states with a framework for considering how PACE can fit into their existing or emerging long-term care and managed care systems.
     
  • PACE Capitation Rate-Setting
    Developed by the State Work Group on PACE convened by NPA, "PACE Capitation Rate Setting" is the third in a series of issue briefs designed to assist states in making PACE available to consumers as a long-term care option. The purpose of this third issue brief is to provide states with information regarding the establishment of Medicaid capitation rates and other payment-related issues. A summary of PACE Medicaid rates, methodologies and cost comparisons from various states is included.
     
  • Operationalizing PACE from the State Perspective
    Developed by the State Work Group on PACE convened by NPA, "Operationalizing PACE from the State Perspective" is the fourth in a series of issue briefs designed to assist states in making PACE available to consumers as a long-term care option. The purpose of this fourth issue brief is to provide guidance to states regarding their role and required activities for developing and implementing PACE.  A sample workplan that details activities and timeframes is provided as a guide.
     

These issue briefs are intended to be a resource for state policy-makers and others, reflecting the state-of-the art in PACE development, identifying areas in which further work is required, and raising key questions for states to consider in implementing PACE. The Work Group was made up of 10 members, including representatives of nine states and a staff person from the Health Care Financing Administration (HCFA) Center for Medicaid & State Operations. Staff support was provided by NPA and consultants.
