Congress Ends Government Shutdown, Funds HHS Through the End of FY 2026

The U.S. House of Representatives voted 217-214 this afternoon to end the partial government shutdown that began on Jan. 31. The U.S. Senate passed legislation late last week.

With enactment of H.R. 7148, funding is restored for the U.S. Department of Health and Human Services (HHS), which oversees the Centers for Medicare & Medicaid Services (CMS), through Sept. 30, the end of the fiscal year. The only federal agency not funded through FY 2026 is the U.S. Department of Homeland Security, which is funded through Feb. 13.

Normal federal government operations are expected to resume immediately, with no anticipated impact on PACE organizations.

NPA is pleased that H.R. 7148 also carried forward congressional encouragement for CMS to expand access to PACE, as reflected in the House and Senate reports accompanying their respective versions of the FY 2026 Labor-Health and Human Services-Education Appropriations bill (H. Rept. 119-271, page 167; S. Rep. 119-55, page 203).
