Sharon Hilton, Senior PACE Consultant

With two decades of experience, Sharon specializes in the development, implementation, and operational oversight of PACE programs. She brings deep expertise in CMS compliance, regulatory standards, and IDT development. Sharon has led PACE start-ups across multiple states and guided organizations through readiness reviews, mock audits, and corrective action planning. She has held  leadership roles in both tribal and non-tribal healthcare settings, strategic quality improvement initiatives, facility construction, and transformation.

Jenn Ovide, Senior PACE Consultant

With more than 17 years’ experience in long-term care and PACE organization leadership, Jenn has a proven track record in regulatory compliance, IDT management, and strategic operations. She has successfully led multi-site PACE programs, driving census growth while ensuring fiscal sustainability, compliance, and high-quality care. She provides expert guidance to PACE organizations nationwide, supporting both start-ups and mature programs. Her expertise includes CMS audit preparation, readiness assessments, corrective action planning, and quality improvement initiatives.

Estenieau Jean, Senior PACE Consultant

Estenieau has over two decades of experience in Medicare/Medicaid reimbursement, CMS compliance, and health plan operations. He has extensive expertise in financial controls, risk adjustment, and regulatory reporting, as well as a history of driving operational efficiency across PACE programs. At AnewHealth, Estenieau leads strategic oversight of health plan operations, revenue cycle management, and CMS regulatory adherence. His multilingual capabilities (English, Haitian Creole, French, and Spanish) further strengthen his ability to support diverse healthcare initiatives.
