Job Summary

The PACE President – Oklahoma Market is responsible for all aspects of administration including operations, leadership, governance, strategy, quality improvement, performance, and growth of the PACE program. This role ensures excellence in participant care, interdisciplinary team performance, and compliance with CMS and state PACE regulations, while contributing to the organization’s standards, culture, and financial performance.

The PACE President serves as the primary external representative of the program, building and sustaining community partnerships, referral relationships, and stakeholder engagement to support enrollment growth and advance the mission of PACE in the Oklahoma market.

Duties & Responsibilities

Strategy & Governance

  • Participates with the board and executive management team in developing the organizational strategy of the PACE program.
  • Evaluates the effect of external forces, proposes long-range plans that support the organizational philosophy and general objectives, and recommends policy changes as needed to achieve strategic objectives.
  • Leads PACE program strategic planning, including participant enrollment growth, care model development, and program sustainability initiatives, ensuring alignment with CMS requirements and organizational goals.
  • Represents Valir PACE in community, legislative, and regulatory forums, serving as a visible advocate for the PACE model and cultivating relationships with referral sources, community partners, and state and federal stakeholders to advance program awareness and enrollment growth.

People & Talent

  • Ensures attainment of business unit and overall organization objectives through the selection, development, motivation, compensation, and evaluation of staff, with particular attention to building and retaining an interdisciplinary team capable of delivering high-quality PACE care.

Financial Management

  • Assures the sound fiscal operation of the PACE program including timely, accurate, and comprehensive development of an annual budget and its implementation.
  • Promotes the financial health of the business unit to include the budgetary process, ongoing monitoring of results, and reporting to the board for the evaluation of the financial viability of the organization.
  • Manages costs by continually seeking data that identifies opportunities and takes action to eliminate non-value costs in conjunction with organization leadership.
  • Oversees the PACE capitation-based revenue model, including monitoring of per-member per-month (PMPM) financials, CMS monthly reconciliation, and Medicare and Medicaid capitation rate management to ensure the long-term financial sustainability of the program.

Operations

  • Assures quality services by conducting ongoing reviews of performance, including monitoring quality indicators, documenting actions taken to resolve problems, and reporting operational results for the business unit.
  • Oversees interdisciplinary team (IDT) performance and participant care coordination to ensure delivery of high-quality, person-centered care to PACE participants in accordance with program standards and participant outcome metrics.
  • Ensures participant rights are upheld and that grievance and appeals processes are administered in accordance with CMS PACE regulations, with timely resolution and documentation of all complaints and concerns.

Regulatory Compliance

  • Ensures compliance with healthcare regulations, CMS PACE program requirements, and accrediting body standards by continually monitoring service delivery and initiating changes as required.
  • Ensures adherence to all federal and state PACE regulations, including timely reporting, audit readiness, and corrective action planning as required by CMS and state Medicaid oversight agencies.

General

  • Position has access to Protected Health Information (PHI) of patients.
  • Performs any other duties and responsibilities as assigned.

Supervisory Responsibilities

  • Oversees hiring, onboarding, and training of staff.
  • Responsible for establishing the strategic direction for the business unit and translating the vision into the daily workflow of the department.
  • Plans, assigns, and reviews work of staff to meet organizational objectives.
  • Provides effective, constructive, and timely assessment and evaluation of staff performance to drive accountability and a high-performing culture.
  • Handles disciplinary actions and termination of employees in accordance with company policy in coordination with the People & Culture Department.
  • Completes 90-day and annual reviews with all direct reports.
  • Reviews and approves payroll timecards for all direct reports.

Required Skills & Abilities

  • Previous experience with budgetary responsibilities including budget development and monitoring.
  • Ability to plan and implement programs on a business-unit-wide basis.
  • Ability to maintain a flexible work schedule to meet various demands of executive management in a healthcare environment.
  • Broad knowledge of healthcare federal and state regulations and administration, including CMS PACE regulations, dual-eligible populations, and interdisciplinary care models.
  • Outstanding leadership and managerial skills including selection, retention, motivation, and accountability applied to a variety of work styles.
  • Excellent organizational, interpersonal, and public communication skills in verbal, non-verbal, and written formats.

  • Proficient with healthcare technology including Microsoft Office Suite or related software.
  • Demonstrated commitment to a participant-centered philosophy of care, with experience serving vulnerable and medically complex populations and a deep understanding of the unique needs of frail elders.
  • Experience with electronic health records (EHR) systems used in PACE or similar healthcare settings preferred.

Education, Licenses, Certifications & Experience

  • Bachelor’s degree in a relevant field required. Master’s degree in hospital administration, health, business, or related field preferred.
  • Minimum seven to ten (7–10) years of progressively responsible experience in healthcare operations management, administrative supervision, or related experience required.
  • Minimum three (3) years of direct experience in PACE program administration or leadership required, with demonstrated knowledge of CMS PACE regulations, state Medicaid requirements, and interdisciplinary team-based care models.
  • Minimum one (1) year of experience serving frail elders.

Physical Requirements

  • Keyboarding/Dexterity: Frequently; activity exists up to 75% of the time.
  • Communication: Ability to read, speak, and hear in English.
  • Strength: Sedentary position (exerting up to 10 lbs. of force occasionally).
  • Standing/Walking: Occasionally; activity exists up to 25% of the time.
